Margaret Guerin-Calvert is a Senior Managing Director at FTI Consulting and is based in Washington, D.C. She is founding President of the Center for Healthcare Economics and Policy within the Economic Consulting segment. Ms. Guerin-Calvert has over 30 years of experience in economics and litigation consulting, including antitrust, mergers, damages, class certification and intellectual property in industries including healthcare, transportation, technology, manufacturing and mining. She is widely recognized for her economic and healthcare expertise and cogent economic analyses and has an active practice as economic advisor to clients and governments in the U.S. and internationally. Ms. Guerin‐Calvert is also a founding director of Compass Lexecon (formerly Competition Policy Associates) and has served as Senior Consultant, Compass Lexecon, and continues in this role on selected matters.

Ms. Guerin‐Calvert has served as an economic expert before U.S. and international agencies on mergers in many industries; she has testified as industrial organization or healthcare economics expert in numerous hospital litigation matters, and in industries including mining (Arch Coal challenge by the FTC) and in class certification on batteries, DRAM and pharmaceuticals. Ms. Guerin‐Calvert has served as economic expert for the Pennsylvania Insurance Department on the Highmark-West Penn Alleghany transaction; for Wellmont Health System and Mountain States Health Alliance (now Ballad Health) in Certificate of Public Advantage (COPA) process in Tennessee and Virginia; and for the market inquiry into private healthcare competition in South Africa by the Competition Commission of South Africa Healthcare Market Inquiry (HMI) in retention by counsel for Netcare Group.

Her experience on COPA, CON and regulatory policy includes economic analyses of markets, price caps, capacity, health metrics, community needs assessment, integration, “systemness” and efforts to reduce cost of care and on value-based care. Ms. Guerin‐Calvert has provided expert assessment of specific conditions and their efficacy in addressing consumer, competition or public interest issues. Ms. Guerin-Calvert assists healthcare sector clients with economic and strategic assessments on transactions, realignment and economic impact. She leads the Center’s employer-led initiatives on health and economic wellbeing including public-private collaborative such as Nashville. These provide cross-sector partners with actionable data to assess drivers of medical and productivity costs, their workforce impact and for innovative strategies to make changes for measurable benefit. She led FTI Consulting’s economics team collaborating with World Economic Forum’s Workplace Wellness Alliance of over 100 companies in the report: “Making the Right Investment: Employee Health and the Power of Metrics.”

Ms. Guerin‐Calvert also served as Assistant Chief at the U.S. Department of Justice’s Antitrust Division and economist at the Federal Reserve Board. She taught economics at Duke University’s Institute of Policy Sciences. She has received numerous awards and accolades such as Global Competition Review’s top competition economists including recently “Women in Antitrust 2016: Economists list” and Who’s Who Legal’s “Thought Leaders – Competition 2019 list.” She regularly presents at ABA’s Section of Antitrust Law (SAL) and AHLA conferences; and at national healthcare conferences such as the U.S. Chamber of Commerce’s Annual Health Care Summit.
