Kerry Barwise is a Managing Director in the Economic & Financial Consulting segment with over 25 years of experience in providing economic analysis and policy advice to clients in business and in government.

Kerry has substantive experience leading or contributing to reviews and consultancy projects assessing the economic implications of policy and investment decisions. He regularly prepares reports and submissions dealing with complex economic concepts and communicates findings and solutions in plain English. Kerry’s areas of expertise include:

  • economy wide analysis using computable general equilibrium (GCE) models
  • economic impact analysis
  • benefit cost analysis
  • analysis and forecasts of the building and construction industries
  • analysis of renewable or clean energy options and energy efficiency investment and policy measures
  • forecasting market developments and investment in infrastructure services in energy markets, in utilities such as water and telecommunications, and in road, rail and maritime transport facilities
  • analysis of the social and economic impacts of technological change and the emerging digital economy
  • analysis of funding and finance of public policies, including taxes, levies royalties, developer contributions, tolls, fares and charges
  • analysis of the impact of regulation, standards, licensing and leases
  • financial and economic due diligence regarding investment or policy decisions about major projects and infrastructure assets
  • assessment of the economics of demographic change, changed urban form and the evolution of cities
  • public policy, program evaluation and review of regulation

Kerry began his professional career in the Department of the Treasury, providing economic advice on fiscal policy, structural policy including corporatisation and commercialisation of government owned businesses, government revenue, loans and investment and commonwealth-state financial relations. Kerry was posted to Singapore and served as Counsellor Economic South East Asia for three years.
